The Kansas lottery began operations in 1987. It offers instant games, daily numbers games, and lotto, as well as participation in the multistate Powerball game. Three small Native American reservations – Iowa, Kickapoo, and Pottawatomie – won the right to offer casino games after a long struggle for a compact with the state of Kansas. One governor signed a compact only to have it repudiated by the legislature. A later compromise in the mid-1990s allowed limited gaming on the reservations.

The competition of the riverboats has effectively destroyed the market for Woodlands racetrack, which is located just west of Kansas City. Kansas allows pari-mutuel wagering for both dog and horse races. As a consequence, the owner of the track launched efforts to establish casino games on his property.
